Kelsey McCauley is a seasoned public affairs and political consulting professional who brings a sharp strategic lens and deep policy insight to her role at BCFS. She first cut her teeth in high-stakes advocacy as part of the Yes on Proposition 22 (2020) campaign, and has since played an integral role in delivering wins for clients navigating California’s complex legislative, regulatory, and political arenas. As a day-to-day account lead, Kelsey oversees cross-functional teams, manages campaign operations, and drives strategic execution across a range of clients and complex policy areas.

Before BCFS, Kelsey worked at the Steinberg Institute, assisting with the organization’s legislative advocacy and policy communications. She also worked with California ISO, the state’s grid operator, and at various communications and development posts at the University of Oregon. As an undergraduate, Kelsey shadowed inside Google’s North American Education Advertising and Marketing division.

Kelsey earned her degree in Public Relations from the University of Oregon, with minors in Political Science and Business Administration. She brings a well-rounded and refined skill set spanning strategic communications, stakeholder engagement, policy analysis, digital strategy, and project management—expertise she applies daily to deliver results for clients and mentor rising talent at BCFS.

Outside the office, Kelsey can be found exploring Sacramento with her rescue dog and cheering on the Green Bay Packers. She currently sits on the boards of the California Capital Chapter and North Pacific District for the Public Relations Society of America.
