Emma Manoukian Chung
Senior Account Executive
Emma Manoukian Chung is a Senior Account Executive with Bicker, Castillo, Fairbanks & Spitz. In this role, Emma crafts persuasive messaging, engineers and executes advocacy strategy and builds diverse statewide coalitions that deliver public policy wins for our clients.
Prior to BCFS, Emma worked at Meridian Pacific where she gained experience building and mobilizing coalitions, producing grassroots media content and engaging voters on ballot measure and candidate campaigns.
Emma is a graduate of the Jesse M. Unruh Assembly Fellowship program. During her time in the State Assembly, Emma staffed both policy and fiscal committees and played a critical role in shaping her office’s communications strategy. Emma also became adept at navigating California’s complex regulatory framework to problem solve on behalf of constituents.
Emma earned her Bachelor of Science from Cal Poly, San Luis Obispo where she studied Agricultural Communication and Agribusiness. She also holds a Graduate Certificate in Applied Policy and Government from Sacramento State.
Outside of the office, Emma can be found hiking up and down California’s coast, enjoying Midtown’s growing food and craft beer scene or cheering on the Sacramento Kings.
