Emma Manoukian Chung
Account Supervisor
Emma Manoukian Chung brings tenacity to each campaign by driving strategy, activating teams and keeping coalitions moving toward success.
Emma joined the BCFS team during the 2022 election cycle, where she played a leading role on the NO on Proposition 27 campaign, which resulted in a historic 65% margin victory to stop the legalization of online sports betting in California. Emma continues to successfully deliver high-stakes regulatory, legislative and ballot box wins for high-profile clients across various industries.
Prior to joining BCFS, Emma completed the Jesse M. Unruh Assembly Fellowship program at the State Capitol. During her time in the California State Assembly, Emma served as the lead staff for both policy and fiscal legislative committees. Emma also helped shape the legislator’s earned media and social media strategy and became adept at navigating California’s complex and bureaucratic regulatory framework to problem solve on behalf of constituents.
Emma is a proud graduate of Cal Poly, San Luis Obispo where she earned her Bachelor of Science in Agribusiness and Agricultural Communication.
Outside of the office, Emma can be found hiking up and down California’s coast, enjoying Sacramento’s dynamic food and craft beer scene or cheering on the Sacramento Kings.
